About
The Library
Free
use of The Library is given to residents of Boyd, Greenup, and Lawrence
counties in Kentucky, Lawrence County in Ohio, and Wayne and Cabell
Counties in West Virginia. All others pay a non-resident fee of
$27 per year. Non-resident students pay an annual fee of $5.
To
receive library cards, all patrons must provide proof-of-residence
in the form of a driver's license, current utility bill, printed
checks, etc. There is a limit of three items for first time checkout.
Children (ages 3-16) must have a parent's signature to obtain a
library card. Parents are responsible for all materials borrowed
on their child's library card and must pay all fines or other charges
incurred by their child.

As a patron
borrowing items from the Boyd County Public Library, you have these
responsibilites:
- Always have
your library card available when you check out materials.
- Return borrowed
materials by the
due
date, or pay accumulated fines.
- Notify the
library if your name, address, or telephone number changes.
- Materials
can be returned at any of the branches.
You are responsible
for any items borrowed on you library card. Do not lend your card
to anyone. We assume the person presenting a card is the cardholder
unless it has been reported lost or stolen. To prevent unauthorized
use, report a lost or stolen card immediately. Lost or stolencards
may be replaced with proper identification. The fee for a replacement
card is $1.
Lending
Policy
New leading
policies, which went into effect in October 2004, put all library
materials into one of two categories: 7-Day items or 2-Week items,
and set consistent fines for overdue items.
Entertainment
movies (DVD or VHS), compact disc music, art prints and (circulating)
CD-Rom software can be checked out for seven days at a time. Movies,
for example, had to be back in two days under the old policy.
Fines for overdue
7-Day items are $1 per day beginning with the first day overdue.
Items in the
2-Week category include: fiction and non-fiction books, large print
materials, non-fiction movies, magazines and children's read-along
music. Fines for these items are 15 cents per day beginning with
the first day overdue.
Patrons can
no longer renew 7-Day items. And there are no grace periods on any
items.
Some loan limits
will also change. Patrons can borrow a total of 50 items on a card
at any one time. Individual item limits are: movies, 5; compact
disc music, 5; art prints, 5; CD-Rom software, 5; audio books, 10;
and magazines, 10. The remaining items can be in books to equal
a maximum of 50 items.
Library
cards are still issued free to residents of Boyd County and those
counties with reciprocal agreements (Greenup and Lawrence, Ky.;
Lawrence, Ohio; and Cabell and Wayne, W.Va.). The cost of a replacement
card is going up to $2 from $1.
The fee for
resident of counties without reciprocal agreements will be $27.
The previous fee, $15, had been the same for 20 years. The higher
fee is in line with what Boyd County residents pay in property taxes
for library services.
College students
who are not residents of Boyd or a reciprocal county but who attend
school in one of those counties can get a library card for $5.
Patrons can
pick up brochures summarizing the new policies at the Main, Catlettsburg
