The Boyd County Public Library District was established according to Kentucky Revised Statutes (KRS 173.710 to 173.800. Library Districts Formed by Petition).
The library is governed by a five member board, approved by the Kentucky Department for Libraries and Archives then officially appointed by the County Judge/Executive.
Board members serve a term of four (4) years each and may serve for two (2) consecutive terms after which they shall not succeed themselves.

Meetings
Meetings are held on the third Tuesday of each month, at 8:00 a.m.
Most meetings are held in the Main Library Meeting Room. In January and July they are held at the Summit Branch and April and October they are at the Catlettsburg Branch.
Visitors are always welcome.
Principle Function
To lead Boyd County Public Library District to fulfill its mission through planning, policymaking, development of financial and community support, and monitoring results.
Primary Responsibilities
- Attend and participate in all board meetings; support board decisions.
- Be an advocate for the library.
- Select, support, and review competent and qualified library director.
- Plan for the future by determining the purposes and goals of the library.
- Secure adequate funds; assist in the preparation of the annual budget.
- Know the needs of the library in relation to the community.
- Know local and state laws; actively support library legislation in the state and nation; be aware of the services of the Kentucky Department for Libraries and Archives.
