Boyd County Public Library District is a tax supported institution. Boyd County residents pay no additional fees for obtaining a borrower’s card.

Reciprocal Borrowing 

The Library has reciprocal borrowing agreements with most eastern Kentucky county libraries from Rowan County to Pikeville County, including Carter County, Greenup County, and Lawrence County; along with Cabell County, WV, Wayne County, WV, and Lawrence County, OH.  There is no additional charge to residents of these counties. 

These reciprocal agreements allow Boyd County residents to obtain cards in these counties as well.

All others pay a non-resident fee.

APPLYING FOR A LIBRARY CARD

All applicants for a Boyd County Public Library District borrower's card must register in person and sign the application form. 

Proof of name and current address is required to receive a library card. (Residents from a reciprocal county must also present a current, valid library card from the home county, a piece of mail postmarked within 30 days or pay the non-resident fee.)

Acceptable forms of photo ID are current:

Valid State Driver's License
Valid State ID card
Passport
Immigration card, VISA, or Green card
Military ID card
Veteran’s ID card

Acceptable forms of address verification are these items with both current name and address:

Driver's License
State ID
Current utility bill
Current mail (postmarked within 30 days)
Card will be mailed if address verification is needed

The application form must be completed in full, including street address for patrons with PO Box numbers, and signed.

APPLICATION FOR MINORS

Patrons under 17 years of age must have application card signed by parent or guardian. 
Parent or guardian must be present and must present appropriate ID.

PATRON TYPES

• New Patrons: Anyone obtaining a library card for the first time.  This card expires in 30 days and has a checkout limit of 5 items.
• Adult patrons: defined as everyone 18 years old or older;
• Juvenile patrons: everyone from birth up to and including 17 years old;
• Business patrons: owner, director, CEO, or president of an organization, business, or institute may apply for a card in entity’s name for use by the organization

 

Patrons can pick up brochures summarizing the new policies at the Main, Catlettsburg or Summit branches.

Fees

NON-RESIDENT/NON-RECIPROCAL:

Residents of counties, other than Boyd, Greenup and Lawrence, KY, Lawrence, OH, Cabell and Wayne, WV, are required to pay $35.00. This fee is in line with what Boyd County residents pay in property taxes for library services. This fee covers the cost for all members of the immediate family.

NON-RESIDENT STUDENTS:

Non-resident students pay a fee of $10.00, which is valid for 120 days (the length of a school semester), and must be renewed each semester, while attending school. Students must present proof of enrollment, such as a student I.D.

TEMPORARY CARDS:

Residents who are visiting the area for a limited time can obtain a Library card, which is valid for 90 days. The fee for this card is $20.00, which is refundable upon return of all materials and paid fees, when leaving the area.

REPLACEMENT CARDS:

The cost of a replacement card is $2.00.
